John Davis, founder and host of the PBS television program MotorWeek, had begun his career with Maryland Public Television in 1973 as a producer for Wall Street Week with Louis Rukeyser. The TC/1000 was a lighter-duty version of the TC/2000 that was intended to provide the advantages of a transit-style School Bus such as a greater seating capacity, increased out-front visibility; and a tighter turning radius to the market seeking to buy a Type A cutaway bus or a Type B bus built on the P-chassis.
The TC/1000 was primarily intended for transporting special-needs students.
